The study developed by IDOM included the identification of the potential market and the technical, environmental, legal, economic and financial feasibility associated with new oil handling developments at the Port of Lazaro Cardenas.
The new project was to be designed to be capable of receiving petroleum products by sea, storing them and delivering them back to tankers and to rail and road connections. The layout of the new terminal incorporated a ship loading and unloading dock, four storage areas, tank truck and railcar filling areas, as well as processing areas and administrative buildings.
The economic feasibility model assumed the transfer of land and basic infrastructure from the Port Authority to the Investor in exchange for an initial consideration plus the receipt of recurring fixed and variable fees.
