Climate Action Plan for the Metropolitan Area of Oaxaca (PACZMO)

IDOM is developing the Climate Action Plan for the Metropolitan Area of Oaxaca (PACZMO) with the aim of addressing the environmental challenges facing Mexico that transcend municipal borders. The PACZMO, funded by the World Bank, has become a pioneering project in Latin America, as it is the first plan in the region where 26 local governments collaborate in the design and implementation of a coordinated subnational climate policy, marking a milestone in environmental management.

This effort reflects the strong commitment of the Metropolitan Area of Oaxaca (ZMO) to tackle the effects of climate change, protecting its population, infrastructure, ecosystems, and productive systems. Through this plan, the aim is to improve resource use efficiency, optimize mobility systems, and properly manage waste, which are key elements for sustainable and resilient development.

The plan, developed by the Climate Change team in Mexico, is structured into 9 strategies and 55 lines of action that guide the ZMO towards the goal of carbon neutrality by 2050. Among the most notable actions are the reduction of emissions in key sectors such as transportation, energy, waste, industry, and land-use change. Additionally, resilience is prioritized through zero net deforestation, the rehabilitation of degraded lands, including those affected by desertification, drought, and floods, and the capture of greenhouse gases through riparian reforestation. These actions will also contribute to improving air quality and increasing rainwater infiltration into the subsoil.

In conclusion, the PACZMO not only represents a significant local effort but also aligns with the ambitions of international climate action treaties. The 26 municipalities involved reinforce national commitments and advance towards meeting the global goals established in the Paris Agreement. At IDOM, this project reflects our commitment to technical excellence and environmental sustainability, actively collaborating in achieving the objectives of our clients and the planet.
