Integral solutions for at risk communities in Cali
Legal and technical tools for the settlement, resettlement and protection of high risk areas in the hillside zone of Santiago de Cali, Colombia.
In Colombia, uncontrolled urban growth, coupled with unplanned urbanization processes, has led to the occupation of hillside areas with high vulnerability, mainly associated with natural processes and phenomena (landslides, floods, torrential rains, fires, earthquakes, among others), creating a significant risk for thousands of families settled in these areas. The district of Santiago de Cali has not been indifferent to this phenomenon, demonstrating a trend of informal growth in hillside areas, with settlements on highly unstable land, without planning processes and adequate infrastructure.
In this context, the Inter-American Development Bank (IDB) and the Mayor’s Office of Santiago de Cali have contracted us to carry out the “Consultation for the Generation of Legal and Technical Tools for the Settlement and Resettlement of Communities and the Protection of Areas of High Unacceptable Risk in the Hillside Zone for Santiago de Cali”.
The objective of the consultancy is to identify the areas and the population settled in the hillside areas of high unmitigated risk in the district of Santiago de Cali, in order to generate guidelines and actions necessary for the relocation of communities and the environmental recovery of the occupied areas. The above, accompanied by a social management and gender equity plan that will guarantee the inclusion of women and diverse populations, promoting their participation in decision-making.
In order to address the problem, the project will consist of 6 stages:
