Award Criteria for the Port Service of Electricity Supply to Ships in the Spanish Port System

As part of the decarbonisation of Spanish ports, and with a view to future tendering processes for the selection of suppliers of port energy supply services to ships at berth via onshore power supply systems, Puertos del Estado has raised the need to have a common framework for the Spanish port system that includes technical criteria for assessing the quality of the works and equipment required in a facility of this type, depending on the type of terminal, ship and operational profile.
IDOM carried out an investigation of the current market, including projects under development and planned, as well as an analysis of the main manufacturers and suppliers of viable technical solutions.
After an analysis of the most important challenges and lessons learned, best practices and key aspects for the development of this type of installations were proposed.
Finally, a tool for the evaluation of proposals was created with a special focus on the technical quality criteria, which would allow the different Port Authorities to evaluate the proposals received, as they decide on the implementation of this type of systems.
