Colombia’s National Infrastructure Agency undergoes major institutional transformation

The National Infrastructure Agency (ANI) is a government agency of the Colombian Ministry of Transport. It is responsible for granting concessions to public-private partnerships for the design, construction, maintenance, operation, and management of Colombia’s transport infrastructure.
Changes in the National Development Plan required ANI to analyze and redesign its organizational structure. With a focus on sustainability, multisectoriality and multi-modality, the aim is to adapt to new challenges and broaden its scope.
The support provided by IDOM included:
- A diagnostic study covering strategic aspects, stakeholder relationships, functional capabilities, process map, value chain and organizational structure.
- A benchmarking study with six recognized entities of similar scope at regional and global level.
- Regulatory analysis of the entity.
- Proposal of an operating model and organizational structure.
- Implementation plan for the redesign.
As a result, ANI will have a new operating model with a process map and an appropriate organizational structure. This will be aligned with the assumed challenges of sustainability, multis-ectorality and multimodality.
