Development of a conceptual layout of the PlasChem Park multimodal terminal.

The Royal Commission intends to develop a shared infrastructure for future investors in the plastics and chemicals cluster in the Jubail 2 Industrial City to facilitate the movement of freight by rail, thereby promoting more sustainable, economical and less road-intensive transport. The future PlasChem Park multimodal terminal will be located in industrial plot 10 and will be shared by all investors in plots 10, 11 and 13, as well as other supporting industries in the surrounding area. It will allow them to pool loads from all of them and enable competitive train dispatching.

The main objective of this IDOM project is to develop, at a conceptual level, the layout of the future intermodal terminal that will support the identified industries and allow them to send and receive cargo by rail to other parts of the country, facilitating maritime exports and connectivity with other Gulf countries. To achieve this vision, the following objectives have been proposed:

  • Identify international best practices, industry standards, essential elements and ideal elements to include in the terminal design.
  • Estimate and project the volume of cargo to be transported by rail over the analysis horizon.
  • Agree with RC on design criteria and baseline assumptions.
  • Select the location of the terminal, the number and characteristics of rail tracks and the area needed for its development.
  • Propose a conceptual layout for the terminal, defining the operational scheme and equipment needs.
  • Draw the most relevant conclusions for the next phases of infrastructure development.

In summary, the Royal Commission’s project at Jubail 2 aims to create a shared infrastructure that will facilitate more sustainable and efficient freight transport through the use of rail. The multimodal terminal at PlasChem Park, located in Industrial Lot 10, will benefit multiple investors by allowing cargo to be consolidated and forwarded in a competitive manner.
