Efficient project portfolio management at the Port Authority of Seville

The objective of the Seville Port Authority (APS) is to implement the efficient management of its project portfolio through the Lean Portfolio Management (LPM) methodology. This function is essential to give coherence to the services of the Technical Office of Project Management (OGP), which will be integrated into Serviport Andalucía and will collaborate with the other services of the APS.
The OGP will be a key tool for the centralization, coordination, control and monitoring of all initiatives and projects aligned with the digital transformation objectives of the APS. This office will follow the methodology of a project office, understanding the LPM function as a cross-cutting function and not as an independent organization. The OGP will contribute to this function together with representatives from the different APS departments and other strategic stakeholders.
IDOM develops the Strategic Digitization Plan
IDOM has been responsible for the development of the Strategic Digitalization Plan, which includes the analysis, identification and prioritization of the Digitalization Plan projects, ensuring their alignment with the strategy of the Port of Seville. To achieve this, the following actions were carried out:
- Technology audit
- Identification and selection of key operational processes
- Process analysis and characterization
- Technology benchmarking
- Establishment of project portfolio flow
Project Management
The management and control process of the initiatives and projects derived from the Digitalization Plan has included the following tasks:
- Bidding support
- Follow-up and control of project implementation
Specialized consulting services for the functional design of systems.
The Port of Seville must continuously adapt to the new paradigms of the Ports 4.0 approach. It must develop innovative systems and tools based on new information technologies, energy management systems and transport modes. The key will be the ability to manage and manage data to generate models that maximize the use of information.
Change management encompasses all activities necessary to drive and manage organizational changes that enable the implementation of new processes, procedures and projects related to digital transformation. This includes:
- Communication plan: Definition of the information needs of the agents involved and development of informative actions.
- Training plan: Identification of training needs and implementation of actions to meet these needs.
- Active management of the port community: Definition of a relationship model with the port community to involve it as a stakeholder.
