Freight corridor prioritization demand and market study

Colombia

The objective of the project is to advise the FDN in carrying out a demand and market assessment study to prioritize rail freight corridors in Colombia, within the framework of the “Program to Support the Implementation of the New National Logistics Policy”.

This project is essential for improving the country’s logistics infrastructure, optimising freight transport and promoting sustainable economic development.

The main activities developed by IDOM are diverse and cover several key stages of the project:

  1. Work plan and schedule of activities: In this initial phase, the strategic actors were identified, and the information and tools necessary for the study were gathered. In addition, the methodology to be followed was defined, as well as the work plan and schedule of activities, ensuring an efficient and structured organization of the project.
  2. Diagnosis and strategic characterization of the current supply: This stage included a detailed characterization of the existing railroad network and available rolling stock. Workshops and focus groups were held with strategic actors in the sector, which allowed for a thorough understanding of the current situation and the construction of project banks that will serve as a basis for future initiatives.
  3. Market and demand analysis of rail corridors: An exhaustive study and market analysis was carried out, gathering relevant information and developing a transportation model. Future supply and demand were projected, analyzing different scenarios and evaluating the sensitivity of the variables to determine the best alternative.
  4. Project analysis and prioritization: In this phase, the investment costs (CAPEX) and operating costs (OPEX) of the rail corridors were quantified. A cost-benefit methodology was developed and applied, performing financial and economic analyses to prioritize the most viable and strategic projects.
  5. Strategic conceptual proposal of complementary components: Finally, a complementary strategic proposal was prepared for each corridor, compiling all the information and results in a final consulting document that will serve as a guide for the implementation of the recommendations.
