Innovative Procurement Colombia and Mexico

In response to the recommendations of the Organization for Economic Cooperation and Development (OECD) for the development of higher levels of R&D+i, Colombia Compra Eficiente (CCE) has identified the need to include Public Procurement of Innovation in the State Procurement System as a mechanism to promote Research, Development and Innovation (R&D+i) of the productive and academic sectors of the country.

IDOM has been responsible for formulating the Public Procurement Policy for Innovation and generating a knowledge base of the entire country and designing its national implementation. All the above, in a collaborative manner with entities such as the Presidency of the Republic and the National Planning Department (DNP).

In this way, the CCE has had IDOM as a strategic partner for the formulation of the Public Procurement Policy for Innovation of the State Procurement System. This assistance has included the definition of the governance model, the design of the implementation roadmap and the definition of the battery of impact indicators. Likewise, the accompaniment has been provided for the implementation of three pilot projects in national level public entities, which would allow the policy to be validated while obtaining lessons learned and good practices to be replicated in interested public entities.
