Institutional strategic plan of the Ministry of Public Works & Communications

IDOM has been working closely with the Ministry of Public Works and Communications on the design of an institutional strategy plan, covering the period 2019 to 2023. The Ministry plays a key role in the promotion and management of infrastructure and communications systems in Paraguay. The strategic plan designed provides a clear guide for the Ministry’s growth and continuous improvement, addressing not only the strategic objectives to be achieved, but also the specific programs that the Ministry is committed to developing in the medium term.
The following activities were developed:
- Environmental analysis to understand the Ministry’s current challenges and opportunities.
- Internal analysis, assessing the organization’s resources, structure and capabilities.
- International benchmarking of best practices to enable the Ministry to learn from successful experiences around the world.
- Definition of mission, vision and organizational values, providing a sound basis for strategic decisions.
- Definition of strategic objectives, identifying clear and measurable goals, specific programs and an effective communication methodology to disseminate the strategy.
- Developing the operational plan, detailing the actions to be taken and defining and implementing management indicators and targets to evaluate the progress and success of the plan.
At the end of the project, IDOM handed over the institutional strategic plan for the period 2019-2023 to the Paraguayan Ministry of Public Works and Communications. This plan serves as a precise roadmap detailing the medium-term activities to be carried out by the institution. The document also included the definition of strategic objectives, which serve as a guide for work programs, as well as a comprehensive communication plan.
