New headquarters for the European Investment Bank (EIB) in Luxembourg

The new headquarters of the European Investment Bank (EIB) is located on the EIB Campus on the Kirchberg plateau in the European Quarter in the north of Luxembourg. It joins the two existing buildings also owned by the EIB. The aim is to provide a working environment in line with the EIB’s vision of future workplaces and methodologies.

The building will be the new main entrance to the campus. It will efficiently accommodate 1,500 workstations.

It has a surface area of 45,000m² and 18,600m² underground.

The form of the new building reflects a concept that blends perfectly into the surrounding landscape and urban fabric, with two distinct and complementary elements: a horizontal volume and a vertical tower. The horizontal section is designed to harmonise with the surrounding buildings, while the vertical section facilitates the connection with the surrounding European Institutions.

For the project designed by Mecanoo Studio, IDOM implemented the Development Design (DvD, partly developed by a previous design team) and carried out the Execution Design (ED). To complete the project, IDOM prepared the Works Tender Documents (WTD) and to bring the project to completion took charge of the construction supervision. IDOM was also entrusted with the project management (Project Manager) and administration of the FIDIC REDBOOK Construction Contract (“Engineer” role) for the works phase.

The main challenge was to design a building with the highest technological performance to achieve the highest levels of quality, flexibility, comfort, and energy efficiency.

The building is a Nearly Zero-energy building (NZEB) and meets the most demanding standards relating to low energy consumption such as BREEAM, achieving, in this case, the “Excelent” rating.
