Regional development strategy for Maule 2042

The Regional Government of Maule decided to develop a strategy with the participation of the various social, economic and political actors in the region, with the aim of promoting sustainable and equitable growth through the promotion of economic, social and cultural development.
The objective of the consultancy was to elaborate and implement the new Regional Development Strategy Maule 2042 (Spanish), incorporating current international and national development trends. The strategy has taken into account the territorial aspirations and challenges of the region, with a focus on sustainability, territorial equity, inclusion and plurality.
The consultancy process carried out by IDOM has been developed in four stages. First, an evaluation of the previous Strategy (ERD 2008-2020) was carried out. Secondly, the strategic vision and image were formulated. Next, the new Strategy was designed. Finally, the new Strategy was approved and implemented.
The consultancy work carried out by IDOM included the following actions:
- Systematic analysis of the Maule 2020 Regional Development Strategy, complemented with the review of studies, documents and public investment initiatives available until 2020.
- Evaluation of the amounts of public investment executed in relation to the fulfilment of the established goals.
- Definition of the degree of progress of the strategic objectives of the Regional Development Strategy 2020.
- Identification of factors that shaped or influenced the priorities and fulfilment of the Regional Government’s goals, with proposed conclusions and recommendations for the new instrument.
- Compilation of territorial and statistical information to understand the configuration and structure of the regional development system in its respective dimensions.
- Review of territorial planning and development instruments, sectoral policies and strategies, academic research and publications, and governmental and civilian sources.
- Design of the Governance Model based on a multilevel organisational structure.
- Diagnosis of regional development through a prospective scenario analysis of key variables and actors.
- Identification of key points for the public value proposition.
- Consolidation of the objective and strategic image for the design of the new Regional Development Strategy Maule 2042.
- Definition of guiding principles for the new Strategy, establishing the direction and methods to achieve it.
- Elaboration of the Strategic Lines and Regional Objectives based on the work of two cycles of provincial technical roundtables with sectoral agents.
- Integration of information obtained in technical roundtables with expert analysis to formulate the instrument’s operational strategic planning.
- Final development with approval and implementation as the culmination of the process.
The Maule Regional Development Strategy developed by IDOM establishes objectives and guidelines for strengthening the region’s productive and competitive capacities, promoting tourism, fostering innovation and technology, and improving the quality of life of the population, among other key aspects for regional development.
