Socioeconomic reactivation plan for the historic center of Barranquilla

The objective of IDOM was the “Creation of an Integrated Plan for the Socio-Economic Reactivation of the Historic Centre of Barranquilla, Colombia”, covering the historic center, specifically the area between Carrera 40 and 46 and Calle 30 and 35, which forms a polygon within the Special Plan for the Management and Protection of the Historic Centre of the City of Barranquilla, approved by the Ministry of Culture.
The main objective of the IDOM consulting team was to develop a comprehensive proposal that seeks to guide the development of the historic center of Barranquilla, through the identification of real estate opportunities and economic activities that promote its renovation and regeneration, to have an active center 24 hours a day, 7 days a week, accompanied by strategies aimed at its sustainability.
The integrated plan developed consisted of the following stages:
- Work plan, methodology and timetable
- Diagnosis and market study
- Tax incentive model
- Sustainability strategies and action plan
- Narrative construction
