The European Union’s Trans-European Transport Network (TEN-T) policy is a key instrument for planning and developing a coherent, efficient, multimodal and high-quality transport infrastructure throughout the EU. The TEN-T network includes railways, inland waterways, short sea shipping and roads connecting urban nodes, seaports, inland ports, airports and terminals. The European Union aims to achieve a high level of integration and cohesion in the transport sector among its Member States and also with its neighboring countries.

The Transport Community is an international organization in the field of mobility and transport, consisting of 33 participants: the entire EU and the parts of Southwest Europe (the Republic of Albania, Bosnia and Herzegovina, North Macedonia, Kosovo, Montenegro and the Republic of Serbia). It works on the integration of the Western Balkan transport markets into the EU and acts as a transport observatory to monitor the performance of the indicative extension of the full, core TEN-T network to the Western Balkans.

To support this integration, IDOM has developed the Transport Information Management System for the Western Balkans – TODIS. The main objective of this system is to collect and submit to the European Commission all validated data on all transport networks at the TEN-T network level.

IDOM‘s work consisted of establishing a central database, creating a GIS-based Transport Information Management System to monitor performance indicators and data on different transport modes and infrastructures, border crossings, road safety and project prioritization.
